CHLORINATED PARAFFINS REGULATORY UPDATE

CPIA prepares regulatory updates to keep processors and users of chlorinated paraffins informed of the latest regulatory developments. The following is an update regarding the recent regulatory developments pertaining to chlorinated paraffins. All previous updates can be found on CPIA's web site at www.regnet.com/cpia.

European Union's Decision To Restrict The Use Of Short-Chain Chlorinated Paraffins In Metalworking And Leather Finishing Not Expected To Impact North American Operations

The European Union (EU) is proceeding to adopt restrictions on the use of short-chain chlorinated paraffins (SCCPs) for metalworking and leather finishing; other uses of SCCPs, such as in paints, coatings and flame retardants, are not affected. This action was initially recommended in the EU Official Journal on November 13, 1999 and culminates a multi-year review by the EU on all uses of SCCPs.

The EU's decision should not impact the use of SCCPs in the United States. In the mid-1990's, the US Environmental Protection Agency completed its own extensive investigation of SCCPs and concluded there was no need to restrict any of its uses, including in metalworking fluids.

The Chlorinated Paraffins Industry Association (CPIA), which represents the North American manufacturers of chlorinated paraffins, has been closely monitoring the developments in Europe. CPIA members are actively working with the European producers of chlorinated paraffins in addressing the EU's review of other chain-length chlorinated paraffins.

CPIA is also actively addressing Environment Canada's initiatives pertaining to chlorinated paraffins, SCCPs in particular. CPIA is seeking companies that formulate and use SCCPs in Canada to help promote the continued use of these products.
